Control rooms run on decision rights, not dashboards
We traced forty real decisions in one storm week: who decided, how long it took, and who found out late. The control room's problem was not visibility — three screens already showed the answer — but that stopping a feeder required a call to someone reading a different screen.
Redrawing decision rights moved 88 percent of decisions inside one week of the trace. The dashboards helped; the authority map mattered more.
