Connection queues are an information problem before a capacity one

One utility's connection studies took forty-two days median. Two-thirds of that time sat in studies that did not need an engineer's judgment — they needed the same eight checks applied to data that already existed.

Automating those checks took the median to eleven days without hiring. The engineers now spend their time on the studies that genuinely need judgment, which is also where the queue risk lives.
