Shift patterns are network design

A parcel hub bought for half its current volume cannot be fixed by effort. When we re-banded the rosters to volume — four bands, not fourteen exceptions — peak throughput rose 18 percent with the same conveyors and the same people.

The hardest part was not the math; it was letting depot managers edit the design. Their changes added two bands we would never have written, and both survived.
